Law on Administrative Proceedings of the Republic of Lithuania defines administrative disputes as “conflicts of persons with the entities of public administration or conflicts between entities of public administration which are not subordinate to each other. The disputes between the employees and the administration as well as electoral disputes shall also be attributed to administrative disputes.”

Code of Administrative Offences provides that an administrative offense (fault) is regarded as culpable (intentional or negligent) act or inaction, contrary to law, which infringes the state or public order, property, civil rights and freedoms, the established control procedures, and for which the law imposes administrative liability.
